The watch displays time in binary format. It uses LED lights to indicate hours and minutes. LED ON means 1. LED OFF means 0. First row denotes the hours and second row indicates the minutes. Translation of time from binary to decimal is easy:
Add the numbers of lit LEDs on upper row to tell hours.
Add the numbers of lit LEDs on lower row to tell minutes.
